The FCN Charter

| The
Federal Communicators Network, under the
sponsorship of the National Partnership for
Reinventing Government (NPR), formerly the
National Performance Review, and in alignment
with the NPR's stated mission and goals, is
hereby established. NPR is committed to restoring
the confidence of the American people by creating
a government that works better and costs less. |

| The
vision of the Federal Communicators Network
is to transform the government by empowering
Federal employees through information. Our vision
supports the NPR's mandate, as directed by the
Vice President of the United States, to spread
the reinvention message and enable the federal
government to move from existing "islands of
excellence" to successfully reinventing
entire agencies to better serve the American
people. |

| The
mission of the Federal Communicators Network
is to facilitate effective communication among
Federal organizations and people to create an
environment in which workers are truly empowered,
innovation is applauded, and government
reinvention flourishes. Communication with front
line Federal workers is an essential step in
providing them the information and skills
necessary to achieve a reinvented government, in
support of the mission and goals of the NPR and
the Vice President's mandate. |

| The
Federal Communicators Network will link
communicators from all federal agencies and
organizations and will promote the continual
improvement of government by providing for more
effective sharing of information, resources, and
educational opportunities. All Federal
communicators, and other government employees
committed to spreading the reinvention message,
are eligible to become members of the Federal
Communicators Network. In addition, the Federal
Communicators Network will partner with such
private sector and nongovernmental organizations
as may contribute meaningfully to communicating
the principles of effective government and
empowering federal workers to provide the
American people with government service equal to
the best in business. |

witness of our commitment to these principles,
we, the founding members of the Federal
Communicators Network, have signed below on this
day 30th of April, 1997, in the City of
Washington, D.C. |
